Η Λούκα Τ. Κατσέλη γεννήθηκε στην Αθήνα, από δύο καταξιωμένους ανθρώπους στο χώρο της τέχνης τον Πέλο και την Αλέκα Κατσέλη. Σε ηλικία 20 ετών () απέκτησε με διάκριση τον πρώτο πανεπιστημιακό της τίτλο στις Οικονομικές Επιστήμες από το Smith College. Ακολούθησαν δύο Μεταπτυχιακά Διπλώματα Ειδίκευσης στην Οικονομική Πολιτική (Princeton, ΜΡΑ, ) και στη Διεθνή Οικονομική (Princeton, ΜΑ, ) και η απόκτηση διδακτορικού διπλώματος στην Οικονομική Επιστήμη (Princeton, ).
Ως Επίκουρη αρχικά και στη συνέχεια Αναπληρώτρια Καθηγήτρια στο Yale University (), έλαβε, το , τιμητική διάκριση ως η καλύτερη νέα διδάσκουσα, καθώς και υποτροφία από το German Marshall Fund (). Δίδαξε επίσης, ως επισκέπτρια καθηγήτρια στο Πανεπιστήμιο Birkbeck του Λονδίνου () και στο Οικονομικό Πανεπιστήμιο Αθηνών (). Από το είναι καθηγήτρια του Τμήματος Οικονομικών Επιστημών του Εθνικού και Καποδιστριακού Πανεπιστημίου Αθηνών, στο οποίο διετέλεσε και Πρόεδρος την περίοδο – Έχει δημοσιεύσει περισσότερα από 40 άρθρα σε διεθνή επιστημονικά περιοδικά και βιβλία στα γνωστικά αντικείμενα της διεθνούς και μακροοικονομικής πολιτικής, ιδιαίτερα δε σε θ
